The Texas Department of Transportation (TxDOT) proposes operational improvements to Interstate Highway 35 East (I-35E) from I-30 to Oak Lawn Avenue within the City of Dallas in Dallas County, Texas. The proposed project is approximately 2.17 miles long. Proposed improvements include reconstruction of the southbound (SB) frontage road, construction of a two-lane SB and northbound (NB) Collector-Distributor (CD) roads, and the reconstruction of ramps to improve traffic operations that address the existing weaving conditions. Improvements along I-35E are necessary to maintain a balance between mobility, access, operational and safety needs.

I-35E is a major north-south facility that provides connections to several major roadways including the Dallas North Tollway (DNT), I-30, and Spur 366 (Woodall Rodgers Freeway). The existing Lowest Stemmons corridor consists of a complex network of mainlanes and access ramps that result in traffic weaving and congestion. Currently, the various on and off ramps in close proximity to one another contribute to traffic congestion and weaving conditions within the project limits. The purpose of the proposed project is to manage traffic congestion by improving operations along I-35E. The proposed project would improve mobility and access by constructing CD roads, direct connectors and reconfiguring existing ramps. In general, a CD road can improve the overall traffic flow operations of a freeway system by providing consolidated access and transferring weaving from the mainlanes to the CD lanes.

Both the proposed NB and SB CD roads would consist of two lanes, each 12 feet wide with variable width shoulders. Although no additional ROW would be required, a permanent easement of approximately 0.46 acre would be required from the Dallas Area Rapid Transit (DART).

Per Federal Highway Administration (FHWA) requirements, sidewalks and 14 foot shared use lanes to accommodate vehicles and bicyclists would be implemented along those frontage roads and cross-streets where reconstruction is proposed within the project limits.

The public meeting will be held in an open house format to allow attendees one-on-one opportunities to have their questions answered by TxDOT staff and the project team. There will

be no formal presentation. Maps and other drawings depicting the project location and proposed improvements will be available at the meeting.

All interested persons are invited to attend the public meeting. Persons requiring special communication or accommodation needs should contact TxDOT’s Public Information Office via phone at (214) 320-4480 at least two working days prior to the meeting so that appropriate arrangements can be made. Because the meetings will be conducted in English, any request for language interpreters or other special communication needs should also be made at least five working days prior to each meeting. Every reasonable effort will be made to accommodate these needs.

Verbal and written comments from the public regarding the Lowest Stemmons Project can be presented at the meetings. Comments may be submitted for a period of 10 days after the meetings and must be postmarked by Monday, June 27, 2016, to be included as part of the official public record.
